Lynne Darby

Lynne is currently the Frederick Chapter President. She has been an active member of the Frederick Chapter, NCMA for the past six years serving as Vice President/President Elect last year and on the Scholarship Committee for three years most recently as Chair. Lynne is a Senior Procurement Analyst/Team Lead with the Contracting Professional School, VA Acquisition Academy located in Frederick, MD.
Lynne previously held Senior Subcontracts Administrator positions with SAIC-Frederick, and SAIC Corporate, managing a broad spectrum of subcontracts supporting cancer research as well as the Spinal Muscular Atrophy (SMA) project. Prior to that she spent ten years at the National Institutes of Health, both as a lead Contracting Officer, Neurology Institute and Administrative Officer, National Cancer Institute.
Lynne earned a Bachelor’s degree, magna cum laude, from the University of Maryland, and holds a CFCM. She recently completed the year-long Excellence in Government Fellowship Program through the Partnership for Public Service, and continues as a Senior Fellow with that organization.

Laura Mills
|
Laura Mills is currently employed by Pillar Hotals and Resorts as the Assistant Director of Sales for the Holiday Inn Hotel & Conference Center and the Holiday Inn Epress in Frederick, Maryland. She handles the Corporate and Government markets at both hotels, in addition to overseeing the daily sales activities. Within 5 years at the company, she maintained various management positions and was recently promoted to her current position.
Ms. Mills works directly with many government contractors and meeting planners to offer hotel services such as overnight accommodations, large conferences, social receptions, and trainings. She is responsible for handling all of the details to accommodate corporate and government events held at both hotels.
Along with her attendance at Frederick Chapter meetings, Laura was instrumental in Holiday Inn being a Sponsor at our Annual Golf Tournament the past two years. She continues to increase her knowledge of the government sector by attending Society of Government Meeting Planner functions as well as Intercontinental Hotels Group government training courses.
Ms. Mills is a 2006 graduate from West Virginia University with a BA in Psychology and a minor in Communications Studies. |

Susan Cortes-Shrank is a Contracting Officer in the Acquisition Management, Contracts, and Grants Division (AMCG), Department of Health and Human Services. Susan conducts negotiations and performs a complete range of contract functions relating to research and development, cost-reimbursable contract projects in support of Chemical, Biological, Radiological and Nuclear Medical Countermeasures. She serves as a Coach/Mentor for junior contract specialists within amcg, training and teaching them in Federal Procurement processes.
Susan completed a BS in Business Administration from Mount St. Mary's College, graduating cum laude. She holds a graduate degree in Business Administratino from Mount St. Mary's University, is a CFCM, and is Level III FAC-C and Grants Management Certified.
She previously held the office of Treasurer for the NCMA-Frederick Chapter.

Alex Konev
|
Alex Konev completed his undergraduate studies in International Economics at Baikal National University of Economics and Law in Irkutsk, Russia. After graduating he came to Mount St. Mary’s University to pursue his MBA. During his tenure at the Mount, Alex was offered an opportunity to intern at SAIC-Frederick, Inc. as part of the Financial Management Directorate. At the end of his internship he was offered an Associate Subcontracts Specialist position in the Research Subcontracts Department (Contracts and Acquisitions Directorate), SAIC-F.
He has been with SAIC-F Research Subcontracts for two years and currently provides contractual support to various programs including NCI Center for Biomedical Informatics and Information Technology. Alex serves as the Program Chair for the Chapter.

Robert has been a member of NCMA and the Chapter since 1992. Robert currently works for IBM Global Business Services - Public Sector as a Consultant Contracts Manager, and during his 30+-year career with IBM, he worked with a multitude of different contracting disciplines, to include contract management and administration, subcontract management and administration, negotiation, procurement, bid and proposal, and buyer.
Robert has a Master's Certificate in Contract Management from the Florida Institute of Technology, a BA in English from SUNY Stony Brook, and an AS in Communications & Media Arts from SUNY Dutchess Community College. |

Linda Chambers serves as an experienced Project Manager with more than 17 years of experience as a Federal employee and consultant to include service as a Federal Budget Officer and Deputy Director. Areas of Federal responsibility have included: management of the budget formulation and execution lifecycle, travel, personnel, contracts and information technology. Experience as a consultant to Federal agencies includes the arenas of: ERP, budget, financial management, internal controls, USSGL, Treasury and Appropriations guidance, cost accounting, emergency management, and budget/ performance integration.
Additionally, Linda serves as a subject matter expert and creates strategies for the implementation of Federal Financial Management and Budget solutions, internal controls, administrative control of funds, Federal budget formulation and budget execution processes in accordance with Federal statutes, Federal Appropriations Law, and applicable regulations and guidelines to include (but not limited to) OMB circular(s) A-11, 123 and 133. Additionally, possesses extensive Federal Continuity of Operations knowledge and experience.
Linda holds Masters Degrees in both Public Administration and Business Administration, as well as, an active Top Secret Clearance. |

Julianne Hagan leveraged her B.A. in Financial Management from Hood College and her M.B.A. from George Washington University in Procurement and Contracts into a 30-year career managing contracts for small, medium, and Fortune 500 companies. In her contracting positions, she instituted processes and efficiencies saving between $100,000 and $14.3 million annually (depending on the size of the company).
She also taught at various universities, including DAU, developed a web master certificate program, and developed 2 online courses: "Contract Law: Formation" and “Financial Aspects of Contracts” for UCI’s Contract Management Program.
More recently Julianne spent 5 years with a Fortune 500 company successfully leading projects, including establishing a National Bank and implementing an automated risk management system. She later led Purchasing and Procurement teams to implement a Strategic Sourcing program, saving the company 25% of its annual spending budget.
Julianne currently works for an SB in Frederick, Maryland, where she contributes her expertise in government contracts and subcontracts! |

Jo Ann Brown is a Subcontracts Administrator with CSC and has served as a Past President of the Chapter. Ms. Brown is also interested in mentoring and helping others take a leadership role with the Frederick Chapter NCMA and continuing the strong growth of this healthy organization.
Jo has worked with the Ft. Detrick community for over 30 years with the NCI-FCRF and in her contracting roles, she has worked with multiple organizations within the Ft. Detrick community to include USAMRMC, USAM Quality Management, USACCC, USAMRAA, USAMMDA, USAMRIID, the Garrison Command, and the Signal Command.
Jo Ann is a Certified Meeting Professional under the Convention Industry Council and has over 26 years of meeting and conference planning experience. In addition to being a Certified Meeting Professional (CMP) she is a Certified Facilitator by the American Management Association and a Project Management Professional. Ms. Brown possesses a wide breadth of technical knowledge, and is affiliated with several professional organizations, i.e. NCMA, AFCEA, Navy League Association, Meeting Planners International and Society of Government Meeting Planners. She is a published author in her field. She has also received the Honorary Leadership Award from the National Republican Committee. She continues to work with various organizations within the Frederick Community such as Ft. Detrick Alliance, Ft. Detrick Business Development Office, State of Maryland Business & Economic Office, Frederick Community College, and SMART – Strengthening the Mid-Atlantic Region for Tomorrow which is a nonprofit organization. |
