Julianne Hagan, CFCM, CPCM
Director of Contracts, Integrated Communication Solutions, Inc.

Julianne Hagan leveraged her B.A. in Financial Management from Hood College and her M.B.A. from George Washington University in Procurement and Contracts into a 30-year career managing contracts for small, medium, and Fortune 500 companies.  Ms. Hagan taught business courses for ten years at the university level, where in 1996 she developed a certification program for internet web masters (and more recently an online course “Financial Aspects of Contracts” for UCI’s Contract Management Program).   Ms. Hagan also spent 3 years in a Fortune 500 company successfully leading a project to implement an automated risk management system.

In each of her increasingly responsible positions, she planned, negotiated, and administered contracts for cutting edge technologies such as manned space station studies for NASA, software development for the USAF Over-the-Horizon Radar, and scientific experiments for a DOE research facility.  Julianne instituted processes and efficiencies saving between $100,000 and $14.3 million annually (depending on the size of the company).

At various times in her career, Ms. Hagan expressed her entrepreneurial passion by advocating for small business.  In the mid-1980s she started a small business incubator when the concept was in its infancy—the Triangle South Enterprise Center operates still today!  In the early 1990s, she was the first procurement administrator in the Savannah River Site’s then 38-year history to successfully persuade the US Department of Energy to award a multi-million-dollar, cost-type, architect-engineer subcontract to a small business.  By the late 1990s, Ms. Hagan was assisting new ventures to commercialize technologies—some of which are nationally known.  Often, she helped these companies achieve key business results by using effective contract strategies.

After teaching at DAU for six months in 2009 and completing DAWIA Level I Certification in Contracting, as well as all courses for Levels II and III, Ms. Hagan currently works for a small business headquartered in Frederick, Maryland where she uses her talents in government contracts and subcontracts.


Ronald Knoblock, J.D., CPCM
Vice President of Contracts & Compliance, InfoZen

Ron Knoblock has over 25 years of experience in contract/subcontract management including the design, implementation, strategy and management of complete contracting/subcontracting systems. He has diversified experience with Prime contract management of large systems such as missile and satellite systems for DoD, flight projects for NASA, construction for the Missile Defense System, and IT systems for various DoD and civil agencies. In addition to government prime contract experience, he has commercial experience managing large construction prime contracts/subcontracts valued in excess of one billion dollars. This experience includes management, facilitation, and negotiation of complex prime contracts, subcontracts, Small Business Subcontracting Plans, CPSR's, Master Agreements, Task Orders, NDAs, Teaming Agreements, Consulting Agreements, changes and claims, requiring extensive advisory responsibility/interface with business development/capture, proposal operations and pricing, project controls, program/project personnel, legal, and executive management. 

Mr. Knoblock has provided advice/guidance at all levels concerning the interpretation of both government and commercial laws and regulations such as the Federal Government FAR & Supplements and TINA; commercial terms and conditions such as Indemnity and Changes clauses, small business regulations, strategic alliance agreements, and intellectual property issues including Software Licensing/Data Rights issues. Some of the government agencies he has worked with include DHS, DoD, DoC/NOAA, VA, NASA, GSA, USDA, FEMA, FCC, FAA, and OCC. He has been formerly employed with companies such as Raytheon, Inc., Fluor Constructors, Inc., former Hughes Aircraft-was part of GM, former TRW, NASA/Cal Tech's Jet Propulsion Laboratory, and Ambit Group, LLC. (WO/SDVOSB). Mr. Knoblock is currently the Vice President of Contracts and Compliance with InfoZen, of Rockville, MD, a government IT company working with both DoD and civilian agencies, formerly an 8(a) company. 

Mr. Knoblock has extensive experience supervising and training all levels of personnel in Federal and Commercial contracting. His training and instruction experience includes over four years as a Senior Instructor with UCLA's Government Contracts Management Program designing and instructing such courses as Management of Major Subcontracts, Business Development and Proposal Preparation, and Government Contract Law. He spent five years as the Senior Consultant for the Raytheon Contracts Training Program-Raytheon Institute for Professional Development, working with Raytheon SME's to develop over ten contracts courses such as Changes and Claims, Intellectual Property, Best Value Contracting, and FAR Part 15-Rewrite.  He is also a speaker for NCMA and has presented NCMA's NES "Negotiating A Quality Contract" to the Orange County Chapter in California and has been a speaker at the Los Angeles and Potomac Chapters.
 
Mr. Knoblock has a Juris Doctor (JD) from the Western State University College of Law at Fullerton, CA; a Bachelor of Arts in Political Science and Public Administration from the California State University of Long Beach, CA; and is a Certified Professional Contract Manager (CPCM) – National Contracts Management Association.


Steven Stryker, Stryker Associates

Steven Stryker is a professional trainer, facilitator and consultant, owner of Stryker Associates for over thirty years. He provides custom-tailored, just-in-time training, facilitating and consulting services to enhance the successful performance of federal acquisitions, programs and projects. He also has supported the lifecycle process of program and project success. Mr. Stryker continues to meet the challenge of successful performance acquisition implementation in a “cradle to grave” process—as a primary achievement of OMB & agency Acquisition Policy. Based on previous efforts with the DHS, EPA, Treasury, HHS as well as DOL, DOI, DOT, GSA, NIH, HUD, Justice, Commerce, USDA, GPO, Army, Air Force & Navy as well as government-focused firms, the results have demonstrated a categorical improvement in more effectively fulfilling the client's requirements through saved time, money and reduced problems, while obtaining higher-quality performance and outputs.

Mr. Stryker is a Certified Trainer through DAU and FAI to meet the learning competencies of the FAC-COTR and FAC-P/PM professional development programs from the Office of Federal Procurement Policy. Mr. Stryker is republishing three books: Plan to Succeed: A Guide to Strategic Planning, Guide to Successful Consulting, and Principles and Practices of Professional Consulting. Mr. Stryker has also authored of The COTR Handbook: Effective Catalyst For Stronger Organizational Performance. In addition, he has contributed a chapter on Research & Development Contracting to a forthcoming volume on Services Contracting.

Over the last three years, Mr. Stryker has been a requested speaker and presenter at a number of conferences and seminars on Performance Based topics (with a focus on enhancing performance application and accountability).
